Neon colored text is cool, but how they make it? This article reveals the secret hidden in Photoshop and after read this you should be able to do this.
Let’s get started Neon colored text is pretty sweat to make, it’s not hard but its quite long taking even so easy. I have add pictures and text so you should be able to quick study and learn this technique.
Work First, start new blank file, select background content white and set any size you want. I used 500px X 500px and resolution was 72 px/inch. Then add black fill to background.

Second select your font, make it big and color should be white colored.

Third, add outer glow effect. This is tricky to find in Photoshop Elements 4 but in every CS version, this is easiest to find. Well in elements go to windows, click effects and to right side pallet you should now have all layer effects. Then select the second picture (layer styles) and use Outer Glows option (found in list). Add one of them and you’re ready to advance

Fourth, select your text layer and simplify it.

Fifth. add new layer, where you are going to add your neon colors.

Sixth, choose soft brush, mode normal and 100% opacity.

Seventh, add your colors.

Eight, go to filter, select blur, select gaussian blur and blur your text. I used 15,0 but you are free to choose any other.

Ninth, select your color layer and next go to your right palette. There go to layer palette and select blending mode color.

Tenth, flatten image

Eleventh, select your Neon Text are, we are going to create another layer. You can use any photoshop tool to get that area.

Twelve, Copy the selected area to a new layer. Go to layer, select new, layer via copy.

Thirteen, use free transform tool to get that text below your text to make reflection. When you are satisfied, flatten image.

Fourteen, add new layer. We are going to use gradient pattern here (black and white transparient)

Fifteenth, make your edit with gradient tool.

Sixteenth, go to filter, select blur and select surface blur.

Summary
And the masterpiece is ready to rumble. You should use also other tools to edit this picture even further.
